Packing is the last stage before Moroccan seafood leaves the country, and it is the stage that determines whether a consignment is accepted or rejected at the European border. Weight accuracy, labelling, temperature and traceability all get decided in the packing hall. Morocco’s fisheries sector turns over MAD 30.87 billion a year and exports to more than 138 countries, and every one of those shipments passes through packing workers’ hands.

It is accessible work — no qualification required to start — but it is not simple. A mislabelled batch or a broken cold chain costs an exporter far more than a day’s wages. This guide covers the roles, the pay, the standards you will be held to, and the protections you are entitled to.

Why Seafood Packing Is in Demand

Morocco’s fisheries turnover more than doubled between 2010 and 2023, growing around 7% a year, and the strategic push has been toward processing and packing more product inside the country rather than exporting raw catch.

Export market requirements drive the skill content. European and Asian buyers audit weight compliance, labelling accuracy, temperature records and batch traceability. Meeting those standards requires trained, accountable packing staff rather than casual labour.

Regional growth adds volume. Dakhla-Oued Eddahab marketed 573,000 tonnes in 2023 with around 100 processing units, and the southern ports continue to expand. Aquaculture contributes further, with roughly 310 marine projects reported to be creating close to 3,500 jobs.

Industry Overview

Seafood packing covers several distinct product streams.

Fresh chilled packing prepares whole and filleted fish on ice for rapid air or road export, where speed is everything.

Frozen packing handles block-frozen, individually quick frozen and glazed product, weighing and boxing to export specification.

Canned product packing covers labelling, cartoning and palletising of canned sardines, mackerel and tuna.

Cephalopod packing grades and packs octopus, squid and cuttlefish to exacting size and quality specifications for premium markets.

Value-added packing covers retail-ready packs, vacuum and modified atmosphere packaging for supermarket customers.

Each stream has different speed, temperature and documentation demands.

Types of Seafood Packing Jobs

Weighing and Grading Operative

Sorting product by size and quality grade and weighing to specification. Grading errors are expensive because they misprice the consignment.

Packing Line Operative

Placing product into trays, boxes, cartons or interleaved layers to a defined pattern and count.

Vacuum and MAP Machine Operator

Running vacuum sealing and modified atmosphere packaging equipment, checking seal integrity and gas mix.

Labelling and Coding Operative

Applying labels, batch codes, date marks and export markings. This is where traceability lives, and errors here can stop a shipment.

Glazing Operative

Applying protective ice glaze to frozen product to prevent freezer burn, controlling glaze percentage.

Palletising and Dispatch Operative

Building pallets, wrapping, labelling and loading refrigerated trucks and containers quickly enough to protect the cold chain.

Quality Control Inspector

Verifying weight, count, temperature, appearance and documentation against the customer specification.

Cold Store Operative

Moving packed product into frozen storage, often with forklift certification.

Packing Line Supervisor

Managing output, changeovers, quality and staff rotation.

Entry-level packing typically sits close to the legal minimum, with earnings rising through peak-season overtime. The SMIG rose 5% to 17.92 dirhams per hour on 1 January 2026 under Decree No. 2-25-983 — roughly 3,422.72 dirhams gross monthly, about 3,192 net.

Check payslips against hours worked. Seasonal industries with heavy overtime are where discrepancies most often appear.

Export Standards and Why They Matter to You

Understanding this makes you more valuable and more employable.

Seafood destined for European and other regulated markets must be produced in approved establishments, held at controlled temperatures, and be fully traceable back to catch or farm. Every carton carries an identification mark and a batch code that ties back to production records.

For a packing worker, the practical consequences are concrete. Product must not sit at ambient temperature while you finish a pallet. Labels must match contents exactly. Weight must meet declared net weight after glaze deduction. Batch records must be completed as you go, not reconstructed later.

Workers who understand why these rules exist make fewer costly errors, and they are the ones promoted to quality control — which is a meaningfully better-paid job.

Working Hours, Overtime and Rest

Moroccan labour law sets a 44-hour standard week with a maximum of 10 hours in a single day. Overtime is capped at 250 hours annually and 138 hours in any four-month period, with worker consent required.

Overtime Situation Premium
Daytime (6:00 – 21:00), normal day 125%
Night (21:00 – 6:00), normal day 150%
Daytime on rest day or public holiday 150%
Night on rest day or public holiday 200%

Daily rest must be at least 11 consecutive hours, weekly rest 24 consecutive hours, and shifts over six hours require a 30-minute break.

Packing halls run to landing schedules and export departure times, so hours are irregular and peak periods are intense. The premiums above are your legal entitlement, and the annual cap still applies.

Health, Safety and Conditions

Packing halls are cold, wet and fast. The characteristic risks are slips on wet floors, repetitive strain from continuous packing motion, cold exposure over long shifts, and cuts from strapping, knives and can edges.

Protective equipment — gloves, aprons, non-slip footwear, warm clothing — is the employer’s responsibility to supply. You should never be asked to buy it.

Station rotation genuinely reduces repetitive strain injury, and plants that practise it tend to be better employers overall. Ask about it.

Where the facility uses ammonia refrigeration, there must be detection, alarms and evacuation procedures. This is worth asking about directly.

Social Security, Health Insurance and Deductions

CNSS registration is mandatory in formal employment. The employee contribution is 4.48% on a monthly ceiling of 6,000 dirhams, capping the employee share at 268.80 dirhams. AMO mandatory health insurance takes 2.26% from the employee on the full salary with no ceiling. Employers pay separate additional shares.

The package provides AMO health insurance for you and dependants, work accident cover, family allowances, sickness and maternity benefits, and pension accrual. Maternity benefit matters here because packing employs a large female workforce.

Income tax follows the 2026 IR scale, starting at 0% up to 40,000 dirhams annually, with a 20% flat professional deduction capped at 2,500 dirhams monthly. Most packing operatives fall at or below the threshold.

If you work seasonally, confirm that your employer actually declares you to CNSS for every month worked. Undeclared seasonal work quietly costs you pension entitlement and health cover you have already earned, and it is one of the more common abuses in the sector.

Can Foreign Workers Apply?

An employer hiring a foreign national must obtain an ANAPEC attestation confirming the role cannot be filled by a Moroccan worker, then secure Ministry of Labour endorsement, a work authorisation and a consular visa. Intra-company transfers from a parent company are exempt.

Packing work has a large local labour pool in the coastal regions where the plants operate, making such an attestation realistically unobtainable. Recruitment is local.

Morocco is not on India’s Emigration Clearance Required list. Any agent offering a Morocco seafood packing job visa for a fee should be assumed fraudulent.

Career Growth

The most valuable progression from packing is into quality control, because export compliance is where employers feel the most commercial pressure. A packer who understands specifications, weight compliance and traceability is the natural candidate.

The equipment route runs from hand packing to vacuum and MAP machine operation, then to line technician and maintenance.

The logistics route runs from dispatch to forklift certification to cold store and warehouse supervision.

The supervisory route runs from operative to line leader to packing supervisor to production manager.

Skills also transfer. Food packing competence and hygiene training are valued across agri-food, dairy and prepared-food manufacturing throughout Morocco.

Cost of Living and Financial Planning

An indicative plan for an operative earning 4,300 dirhams:

Item Monthly (MAD) Approx. INR
Rent and utilities 1,000 ₹10,300
Food 870 ₹8,900
Transport 200 ₹2,100
Phone 130 ₹1,300
Family support 800 ₹8,200
Savings 950 ₹9,700
Buffer 350 ₹3,600

Seasonality makes saving structural rather than optional. Peak overtime should carry the off-season.

Formal employment with CNSS registration and payslips builds the banking record that Attijariwafa Bank, Banque Populaire, Bank of Africa and CIH Bank assess for a personal loan — commonly used to fund a forklift certificate — an auto loan, or eventually a home loan.

Major Hiring Locations

Agadir and Souss-Massa host the largest concentration of processing and packing. Dakhla and Laâyoune have grown rapidly, with around 100 processing units in the Dakhla-Oued Eddahab region. Safi and Essaouira retain canning and packing capacity. Nador, Al Hoceima, Tan-Tan, Sidi Ifni, El Jadida and Casablanca all support the sector.

How to Apply

Direct approach to processing and packing plants is the most effective route, particularly before peak season when facilities staff up.

ANAPEC is free and lists agri-food vacancies. Rekrute, Emploi.ma, Marocannonces and Bayt carry supervisory and technical listings.

If you hold food hygiene training, forklift certification or previous packing experience, lead with it. Employers value people who already understand specification compliance.

How to Avoid Job Fraud

Seasonal recruitment is what fraudsters imitate.

No genuine employer or public agency charges a candidate for a job. ANAPEC is free. Packing plants do not collect recruitment fees. Any demand for a file fee, medical charge, uniform deposit or training payment is fraud.

Overseas seafood plant work is a persistent scam theme — offers of Canadian, European, Icelandic or Gulf jobs arranged for an upfront fee. Genuine international recruitment goes through registered agencies and does not charge candidates.

Two sector-specific abuses to watch: employers requiring workers to buy their own protective equipment, and employers who keep seasonal staff off the CNSS register. Both are violations and both can be reported to the labour inspectorate.

Disqualifying signals: an offer letter before any interview; a recruiter on a personal email address; WhatsApp-only contact with no verifiable office; demands for original documents; and salaries far above the ranges here.

For Indian nationals, verify Registered Recruiting Agent status with the Ministry of External Affairs through eMigrate. Report fraud at cybercrime.gov.in or helpline 1930; in Morocco, to local police and the labour inspectorate.

Frequently Asked Questions

Do I need qualifications to start?
No. Entry-level packing requires none, and employers provide food hygiene training after hiring.

Why is packing kept so cold?
Because product temperature determines shelf life and export compliance. The cold is deliberate and unavoidable.

What is glaze and why does it matter?
A protective ice coating on frozen product. Net weight must be declared after glaze deduction, which is why weighing accuracy matters commercially.

Is the work seasonal?
Largely yes, following landings and export schedules. Hours swing sharply between peak and off-season.

What is the best move for higher pay?
Quality control, because export compliance is commercially critical. Forklift certification and machine operation are also good steps.

Does the sector employ women?
Extensively, and CNSS maternity benefits apply to formally registered employees.

Conclusion

Seafood packing is the final and most scrutinised stage of a sector worth MAD 30.87 billion that ships to over 138 countries. It takes people on without qualifications and gives them formal CNSS registration, AMO health insurance and statutory overtime premiums.

The difference between a packing job and a packing career is understanding why the standards exist. Workers who master weight accuracy, labelling discipline and traceability become quality controllers, and quality controllers are what export plants cannot operate without. Start there, add forklift certification, insist on your protective equipment and your CNSS declaration, and never pay anyone for a job.
